But recently it became known that according to the results of the federal competition of the best projects for creating a comfortable urban environment, five cities of the Tver region will become recipients of federal grants for the implementation of landscaping projects. Of the five projects, your team was preparing three. And you have already voiced that Rzhev was the first number among the next year’s projects.

Tell us what is the development center of small cities, where did the idea come from and what does it do? But already in the year I organized the institution of regional development, which was engaged in the implementation of public projects in Tver. We opened the resource center of non -profit organizations, which became the organizer of various conferences, festivals and the forum “What Tver wants”, which gathered representatives of all NGOs of the region for five years in a row.

From the inside, observing the state of the region as a whole and its individual regions, I cannot but note the reverse development, the weakening of most of them. According to the Federal State Statistics Service, over thirty years, all, except for the regional center, the city and areas of the Tver region, from year to year, are minus according to most indicators.

For example, in Rzhev, the population decreased by 18 percent per year. And hence the question - what to do to these cities and areas? Discussing the topic with the governor and Minister of Economic Development, we came to the conclusion that a center that would take up this problem is needed. And such was created. Unfortunately, part of the municipalities passed a kind of point of no return, and it is unlikely that they will be reanimated.

But in fact, resuscitation is not quite what we are going to do. Rather, an economically controlled process of what is happening in municipalities. If you add the third to them - digitalization, or a new industrial revolution, it becomes clear that the rapidly changing world will no longer be the same. He already lives in completely different laws. How was it before?

Here we are building an enterprise, the same Ford plant - there will be a city around it. Here is the deposit, we are building a mining and processing plant-and here there will be a city too. Even Rzhev was not built, but restored according to the same laws. But if earlier the state seemed to say to Rzhev: “Live, I need you, here you have everything you need,” now - “survive yourself.” And the city must prove to itself and residents, which has the right to exist.

Digitalization completely changes the picture of a person’s interaction with the world, it breaks the very concept of “work”. The work is becoming more and more mental, and the places of machine tools and working hands replace special devices and smart machines, that is, robots - and this occurs in exponent in the entire industry. And the world no longer lives on the factory beep, as before; Today, each resident of a large city, in fact, has its own schedule, their own concept of the working day in Moscow up to 40 percent of people work in the conditions of an irregular working day.

And at the same time, the value of intellectual labor, mental work is growing. And how can the economy of a single small city be developed in the current system of intergovernmental relations? What we see a way out and what we offer does not imply large financial injections, or even direct investments in the territory. I am sure that the infusion of millions and billions will not change anything in a single city.

They say that, they say, billions would give us - and then! .. Yes, nothing would happen then. Sochi, for example, with billions of investments. What, have residents became much happier from this? It is unlikely. A huge stadium was rebuilt in Saransk to the World Cup-and what, did he change something in urban life? The presence of even one bright object of improvement, an element of the urban environment is usually some kind of species, the central part can create a microclimate that will affect the formation of the urban environment and the economy through favors, restoration and establishing social relations. Microbusinesses may appear around this object. This is not a new large factory, yes.

The creation of a plant and new jobs are huge injections. Today, information was held on the signing by the Governor of the Agreement to build a new line of the Orion plant. Investments - 5 billion rubles, jobs. Earlier - about the Coral complex in Bezhetsk: 30 billion. The creation of one workplace is 15 million rubles! Therefore, if we want to create here, in Rzhev, a lot of good jobs, trillions of rubles of investment will be required.

And besides Rzhev, there is a Torzhok, Kimra ... for such investments as “Orion” or “Coral”, there is a real battle, but by and large, they are not influenced by them, but small businesses. It is on it that the economy is being built in Europe. Here it is urban space and its individual elements are just very visible. And the consumer of all the above services is not a tourist, but a citizen himself.

A tourist is needed only to come to Rzhev and transfer information about him further. And possibly, and return to the city you like for permanent residence. Yes, from the same Moscow where units achieve success, and most work in ordinary positions and live with families in the meter mortgage studio. This is not life, and with age everyone will definitely understand. I think this is the only mechanism for saving cities. The center “enters” Rzhev with the idea of ​​implementing the project to transform a comfortable urban environment into one of its territories - it will be selected by the Rzhevites by folk vote for the future competition. Of course, the discovery of the memorial, of course, had a great influence for today's city. But Rzhev is not only a military history, it is not Hatin, his life path began long before the war and continues today.

The concept of Rzhev’s development should include and take into account many factors: merchant and Old Believer traditions, even religion affects the economy, look at the models of its development in Protestant countries, for example, geographical location, industrial potential, needs and desires of people. The latter is mandatory, in this long work of creating a mosaic, or paintings of urban space - many strokes, and people should be participants in the process.

Involvement, joint creation, use of urban infrastructure. People are in a completely different way about which they attached their hands and ideas to. The process of involvement is complex, especially when the mood “everyone owes me” is strong in society - and this is exactly what the place has in Rzhev. And here the role of the city administration is important, which is able to build a dialogue.

It seems to me that Roman Krylov and his team are capable of this - he knows how to be open, listen to people and talk to them, he is understandable to others and is close to them, because he lives the same life and simply talks about it.
